The character from Arther Miller's "Death of a saleman". Before Goerge goes to interview for a job, Jerry tells him not to whistle on the elevator like Biff did in the book. While George is on his way to the interview, he meets a woman on the train, who he proceeds to take to a hotel (skipping his interview), where she robs him of the $8 he has in his pocket. When Goerge shows up at Munks wearing a towel, Jerry asks "what happened Biff, did you whistle on the elevator?"

In "Keith Hernandez: The Conclusion" (sic) George is on a "date" with his unemployment officer's daughter. She is fed up with George's antics, and while explaining he has "no job, no prospects" she adds, "you're like Biff Loman!"

You're mistaken about George wearing a towel. He was wearing the bed sheets like a toga.

Actually, George was robbed in "The Subway" episode. Not the Keith Hernandez one.

George was robed in "The Subway" episode. Remember that he met that woman (the one who steals his 8 dollars) in the subway.

The last time (usually forgotten by most) George was called Biff was in the 4th season in "The Visa" episode. During a dinner between George and a Japanese lawyer woman called Cheryl, Elaine and Jerry came and join them. The calling occurs just after Elaine told Jerry that George intend to avoid their presence to seem a funny guy instead of reveal his loser side to Cheryl. Wink
