Puerto Rican guy thats after Kramer. He has an accomplice named Cedric. They stole Elaines armoire, beat up Kramer for not wearing an AIDS ribbon during the walk and ran after in the Puerto Rican Day Parade.

In the soup-Nazi episode where they mug Kramer for the bureau (Kramer is watching it for Elaine as she can't move it into her apartment on a Sunday). Bob to "partner" Cedric (looking at the bureau): "It's an antique! It's gorgeous!" Bob to Kramer: "Do you wanna get hurt? Because if you wanna get hurt, I can hurt you."
