Sometimes you try to submit a new topic and you continue to get errors or the topic doesn't show up. You continue to post the same topic and when it finally takes, all the other attempts you made show up as well. I don't think most people are posting repeats on purpose. Since I post here frequently, I'm familiar with this and know that my post will show up eventually but as jon said, the new posters aren't familiar with this.
