Did Jerry Stiller replace the original Frank Castanza after the episode was filmed but prior to airing whereby he was added?

If so, is the original Frank Castanza episode shown only outside the US?

From prior discussions on this board, I believe that the episode with the original Frank is only shown outside the US.

This is from the episode guide on this site:

The U.S. syndicated version of this episode features Jerry Stiller in the role of Frank Costanza. Viewers overseas, still see John Randolph in the role. The sequences were re-shot in the spring of 1995. A role Stiller didn't formally start until the next season in "The Puffy Shirt".
