I don't understand pre-ordering. If I pre-order, does it get mailed on Nov. 23rd, so that it would be here a few days later? (In which case I should just buy them in the store) or does it get mailed a few days before Nov. 23rd so that I do get it on the release date?

If you pre-order, you get it at your house on the 23rd. It gets shipped a few days before the official release date.
