Zech's return as Milliardo Peacecraft encourages the rebellion against Oz! The powerful Romefeller Foundation builds a large factory on the Moon to manufacture Mobile Dolls: pilotless, self-contained battle robots. Une, the five Gundam pilots, and OZ leader Treize Khushrenada all object to the existence of the Dolls, not because they can make the Foundation all-powerful, but because they will replace human warriors--and deprive humanity of the singular emotions experienced only through heroism in battle. Treize resigns the leadership of OZ, the Foundation's puppet military organization. Zechs Marquise has also left OZ, and assumed the throne of the Sanc Kingdom. In a strange subplot, Gundam pilot Quatra sees his fabulously wealthy father killed defending his pacifist ideals. Shattered by grief, Quatra embarks on a one-man campaign of devastation in his improved Gundam. His actions bring him into conflict with his former comrades, Trowa and Heero. While these battles are raging, the scientist-engineers who created the first Gundams are working in secret on yet more powerful mobile suits.
