I'm sorry, I'm usually very good at this...but why was that skit supposed to be funny? I know the dialogue but not within the context of the skit (I only saw those few seconds) Is it just about laughing at immigrants trying to pronounce English words, or is it about laughing at the the absurd phrase used to teach English?

I think it was funny for three reasons. First, John Belushi had a dumbass look on his face as he played the foreigner, repeating these phrases. Second, it was the first thing spoken on the show, so it was abrupt and came out of nowhere. And, third, as you point out, it's absurd; but foreign-language courses (at least back then) used silly, stock phrases real people didn't need to know, so the bit parodied that too.
